I think OP's complaints stems from the fact that it takes a significantly longer amount of time for a criminal to build up money and then turn it in than it does for an enforcer to train their crosshairs on someone ramraiding, witness, instantly kill the criminal, and then turn in the money before the criminal has respawned and gotten within 100m of the enforcer.
  2. If TF2 has proven anything, it's that consulting "veterans" on weapon balance just results in nerfing anything the "veterans" dislike playing against. Weapon balance should be dictated by the intended vs. actual kill range/time to kill and statistical data.
