They've already stated they won't be doing anything about such things until after both phasing and the updated matchmaking are implemented (both of which require the engine upgrade first). This is reinforced by the simple fact that the ingame /report feature doesn't actually do anything, and manual reports via support (even with extensive screenshot and/or video proof) are ignored.

I know this has already been refuted but I wanted to quickly drop something in.

The GM team (And LO at large) have already stated that they do not publicise punishments. Just because you don't get a response saying "We did X to player Y based on your report" doesn't mean they don't do anything.
See posts above for already linked "I got banned for dethreating" posts.

TLDR; Stop with the current weapon re-balancing and do the following Small Free Content Updates (guns, cars, clothes, small events) - Engine Update - Mayor Content - Networking - Matchmaking (have more players in a district would make matchmaking far superior) - Finally Weapon re-balancing.

I try and make a habit of reading the entire post and not just the TLDR but..Damn I'm gonna have to compromise on that here.

I thought I'd give my opinion on this.
Having more players in a district would be fun, especially if the district was stable however what's the point of having a fully functioning large district if the weapons aren't fun to play with?
At least how it is now the servers are stable, not as large as they could be but they're certainly viable, and having those balanced weapons in my opinion is more important for where the current state of the game is.
I also think it's easier to focus on major updates before doing smaller ones, as smaller ones won't always go smoothly and will constantly push things back further and further.

That's not necessarily true but I havent read the tos so I dont think I can say that for sure.

I think LO said something about a policy change or something after the un-banning but I not not sure thats true either.

I think it was a great choice to unban people, but reality is that pop increased after the big un-ban.
I think most cheaters are kids who think everyone cheats and do it because of it, so now that they now for sure the playing field is even theyre doing loading em up.
People seem to think that the APB playerbase is 18+ but we all know thats not true.
Unfortunately APB isn't all 18+, but there's not really a way to stop the kids. (Though I always found it funny listening to kids screaming at each other in skype not realising they had proxy chat on)
APB's player base has increased by an average of about ~400-500 players, and has had districts much more active, especially in times outside of peak hours (Which is my main play time so it's been very noticeable for me).

I think it's also worth pointing out the community has become a lot better, while G1 was running the joint the community was pretty well all in agreement G1 wasn't doing a very good job, but now the only people calling the developers not dedicated/bad are just trolling/raging.

Yes there's been no *massive* increase in players, but it's been noticeable, and that with the general attitude change has certainly pushed APB away from being considered "dead".

Not sure what you mean, but just because there arent any cheaters now doesn't make my point invalid.
I'm not going to argue for or against false positive bans because I know a heavy amount of false bans are because people cheated on others accounts.
Which technically makes them false positives.
If you cheat on another account that's not really a false positive, since you still cheated using your PC. To which you got caught for.
I don't think people should only get banned on the one account, if you hack at all you should be banned from everything.
But my point is there's no point to saying someone was banned if they're playing now and they aren't cheating, G1's bans just weren't reliable enough to judge anyone off. (Excluding the ones with substantial evidence)

there are capture areas (bases) all around the map, that need to be unlocked through multiple different tasks (like destroying shield generators or stuff like that to get into the actual base and capture).
(any PS2 player, feel free to elaborate on this topic, I only played it for a few hours)

APB could really use a bigger map or upgrade to the old maps for something like this, but LO already mentioned "a new map" in a blogpost, as quoted here: "A new map and/or a new mode. We have plenty of these systems that were already in the works, and some that were nearly finished."
so turf wars is something that could happen at some point in the future...

So your issue with this is that APB runs a weird open world PVP combat system, compared to PlanetSide's where it's just open world PVP and you aren't restricted by who you're against.

APB first off is a much smaller map, and some redesigning of them would be lovely, fixing broken spots, and even possibly making it bigger. Which I think we already both agree on, however we'd need to look at how the "turf wars" would work, since APB doesn't run in constant PVP you'd have to "flag up" for turf wars or something, which would then essentially make it open PVP against anyone else in turf wars, your issue with this though is it takes these players away from the match making pool since their doing something else (Same issue if you make it a different district entirely).

I don't have any idea how you'd make it work for APB, and personally don't think it would work simply because of how APB is set up. Though I would love to see some form of territory control system.
(Maybe completing missions gives points to your clan which increases influence/territory in the district?)

  6. To be fair, there are many missions where heavy objects make the mission unwinnable and will almost always end in a draw, or a completely one sided stomp.
These bugs are kind of a way to make them more playable until they are redone.

For me a good report system needs to have limits so it cant be spammed, and ways of prioritizing data from players who use it well.

It also needs to provide us with actionable information. We have mountains of server-side data. We just need to get solid player reports to inform where to focus.

Ultimately I dont want any cheat systems in the game that we ignore. That’s why we removed /report for now. I didn’t want the illusion that we were actually getting anything useful from it.

Is LO planning on allowing the new report system to account for players breaking rules instead of specifically cheating?
Or is there another plan to counter toxic players?

    not working with your teammates,

    Yeah but..It's the APB community.
    So this is guaranteed

LTL was implemented as a counter to Ram Raiding. Witnessing doesn't allow you to gain money, you're waiting for a crime to be over the limit, be raiding, mugging, etc. You can stun any player, and arrest any enemy, making it a valuable money making tool as compared to Ram Raiding.

An easy fix to this would be give cops the ability to raid apartments or something. Give them some sort of farming feature that would work the same as ram raiding, and give Crims an equivalent to LTL.
Then buff LTL because it's garbage

The risk you take to arrest or take the target hostage is balanced against the risk the target's teammates take to rescue them. Self-balance.

It's much quicker to save (unarrest?) someone then it is to arrest them, you also have the advantage of being crouched if you're being shot at when saving someone, but that's a minor thing.

The increased potential downtime is the reward for taking the risk that the target might get rescued. The mechanic balances itself.

You need to consider how the rest of the gun plays into it though.
LTL has a disadvantage in every way, so that increased difficulty in stunning someone before they can kill you can also be considered the reason why you get to keep someone down longer, but on top of that they can be saved.
Yes you get extra cash but it's really not worth it considering how little extra you get.

Convert the Stabba weapons into lethal weapons

They'd be direct downgrades to any actual Lethal weapon, there'd be no point in using them.

    • Introduce a new mod, ideally being a green mod so it doesn't conflict with any existing mods.
    • "Subsonic Rounds" - Simply swaps the health and stamina damage values on the gun it's slotted into.
This would just be broken, lethal guns aren't made to be LTL. You also aren't considering hard damage.
If you put this on an LMG you'd be able to destroy vehicles, and stun people in seconds with your ROF, the Harrier 3 would also be an instant stun.

As nice as it is to try and balance LTL the way to do so isn't to remove them, just change their stats, give crims the same option with possibly different skins/looks and instead of arresting have them take the cops hostage
(Which I guess would be a similar animation. I always imagined they'd beat them to do or something but hostage works too)
