If you are teleporting around, freezing and such - probably BR server would still have issues like that for you, just not as frequent. A South American server would also most likely have less playerbase and would be similar to how Han is currently. Keep in mind that while with 300 ping you may not be able to beat NA players in a gunfight, you might want to look into learning good positioning/ricochet angles with OPGL.
