Description: The Oblivion Sniper now has a tighter reticle while moving than it does stationary.

Game Version: 1.19.6.791420

Steps to Reproduce:
  1. Launch game
  2. Go to any district and equip the S-247 'Oblivion'
  3. Use marksman mode while moving and watch the reticle shrink.
How many times have you recreated this bug: 5/5 
Expected results: Reticle should expand while moving.
