Cant Learn Outpost Buildings book

Hello,I have issues with learning outpost buildings book.It requies 150 Construction skill and I have 168.It shows:You either already have this knowledge or your skill level is not high enough to use this item.You need to raise your Construction.I hope its some kind or bug/glitch or I really need to raise Constr.

seeing how OP is 50-55 zone i bet it's a mislabel in the book. this game is full of misspellings and mislabelings so i would assume your construction needs to be 180+ in order to use those books
