Cant level up because too few players

So since contacts are locked to districts i cant level up any further because of empty Waterfronts, any way to go around that?
Maybe have contacts Unbound from districts?

Waterfront i not empty, depends on the time of day you play. If you are a crime, you can rob shops and pedastrians to level your contact too
