supermariobrothe 80 Posted August 15, 2019 Give enforcers more things to do, crims can steal cars, mug, ram raid and all enforcers can do is try to catch them in the act and just get scraps of what the crims are getting, and while youre at it, give enforcers a good way to reach P5, crims can just shoot and mug people to easily get to N4 and work their way up to 5 from there, enforcers can only get to P2 or p3 before turning in stolen goods stops giving you anything anymore.
