I had the issue as well (when you noted it), but it seems to have resolved itself already.

Are you referring to the launcher not updating or something ingame that's not updating correctly?
A screenshot/video of the issue is always helpful as well, as it might allow one of our community members to provide you with a solution.
Edit: I tested my launcher when I posted and had the issue as well, it has since resolved itself for me.

The team is aware of those issues and is looking for ways to resolve the issue.
At this point in time, we are not able to give an ETA on when this will be resolved.

The second RIOT test is starting now,
Should there be a login Error code 9. Please try again in a few minutes, we are aware of the issue and are working to resolve it as soon as possible.

I've just had someone confirm that they are able to login without issues, can you try restarting your router and attempt to log into the game again?
