    The original G1 staff let APB stagnate for years without significant improvements.  LO has already done/are fixing to do several things to improve the game. (Battleye, HVR rebalance, implementation of an actual trade system, etc.) 
    The current shotgun fiasco is not going without their attention either... They've more or less acknowledged the fact that the changes to shotguns in game make them more than a bit OP. There will be re-balances in the future with shotguns and other weaponry as well.

    Improvements to the player trading system are close to being released, and they have indeed stated that they're working towards improvement as far as the engine upgrade goes.
    You need to remember that LO JUST took over the game. They've already started doing things like weapon re-balances as you've noticed with the shotguns. (mind you this is not the end, and they plan to make changes in the future dealing with that)
    Being in a similar situation of returning to the game after several years of hiatus, I understand your frustration.  
    Just think though...  After the few months of owning the game, LO has already made more improvements than the original G1 team did in the course of several years. 
    Give them time.

    Maybe a bad idea, but they could probably gather data a lot faster if they let people use test weapons in regular districts. 
    Not too mention, the amount of data gathered would probably be much higher.

    I stay away from waterfront as much as I can due to district optimization and crappier gameplay. If I wanted an hvr fest i'd go to baylann, though a few "groups" have been starting up on financial lately and its toxic af
    Then equip a ranged weapon and counter them.  Part of being good in APB is being able to adapt to your immediate environment on the fly.
