Halloween contacts bugged - can't pledge to Treat

I am playing on my enforcer alt and I cannot pledge to Treat, even though he is supposed to be the enforcer contact, and I can pledge to Trick even though he's the criminal contact. I tried both ways of pledging, via the map and via manually going up to the characters. Going up to Treat gives me the "this contact is of the opposing faction" message. I have not seen if this bug exists on Criminal side.
