Contacts no longer show after initial district entry, either in HUD or within map

Description: Contacts no longer show after initial district entry, and there is no option to enable their visibility or otherwise through the Map Legend.

Game Version: 1.19.6.791420

Steps to reproduce:
(There are multiple methods of reproduction)

Method 1:
1. Launch the game.
2. Enter any district that has contacts within it.
3. Notice that if you look around, no contact is listed on the user's HUD.

Method 2:
1. Launch the game.
2. Enter any district that has contacts within it.
3. Open the map
4. Notice that not only there is no contacts displayed on the map, there is no option to even show them under Legend.
