Launcher and game not working

I open launcher , it opens but it gets stuck saying "Updating" & "scanning" 
no updates happening , no scanning just timer running and keeps going forever , then if i open game from APBprogram , it lets me to characters but it doesnt show money or joker tickets 
and doesnt let me choose my character to open it

servers was under maintenance, after servers up is it fixed?
