Launcher doesn't open!!

I tried to reinstalling the game and installing new drivers or installing visual c++ 2012 and it doesn't work. my problem is when i click to APB reloaded launcher, it's not load like it's as a picture. i don't know what is the problem, i looked for videos and forums and i don't find solve for my problem. Help i want to play!!! Before of this update the game ran perfectly. My specs i5 2400 8gb RAM GTX 1060 3gb
