I'm also having this issue. The launcher is stuck at 47.12mb remaining and 376.58mb remaining when using steam to open the launcher. Upon relaunching the launcher it idles, then errors. At that point I'm given the option to repair, which just restarts the cycle.

Steps I've taken to troubleshoot the issue:
- Re-installed via steam and the website
- Restarted my PC
- Unchecked v6
- Turned off antivirus
- Used the Advanced Launcher (I did not use this prior to having this issue, it was installed only to see if it would resolve the issue which it obviously did not)
- Ran traceroute
- Reset my router settings
- Re-enabled my firewall and gave APB and the Launcher full permission
- Changed the drive in which APB is installed (tried both SSD and HHD)
- Ran speed tests
- Deleting the LauncherFiles XML Document
- Running the Launcher in administrator
- Repairing EAC
- Refreshing the Launcher with Ctrl F5
- Wired and wireless connections
- Running in Windows 7 and Windows 8 Compatibility Mode
- Tried bypassing the launcher by launching the game directly via it's program file
What I've eliminated:
- It is not computer specific. I tried installing APB on my MSI GP63 8RE gaming laptop which has NEVER had APB installed on it. Needless to say it's a completely different setup than my tower, and I am experiencing the same issue on my laptop as well.
- It's not a Windows Update issue. Given my laptop does not automatically update and is a few months behind.
- I don't need "better internets"
- I don't need "a better potato computer"
I'm going to assume that this is a server side issue. Seems to only impact players who have their files "re-scanned" when launching the launcher.
That being said, I played APB yesterday without issue, only to try to log on today and have had nothing but issues for 12+ hours. I would reinstall Windows 10 but given it not being a PC specific issue, I feel that won't do much good.
