Bring social contacts to Fin Wf

Yeah ik we're getting new contacts soon. but still,

I think there's an opportunity there to re-use those characters -that have cool design and an already pre-stable story- sitting there "doing nothing" in Social district.

in any case, they deserve to be part of the actual game progress system, tier whatever. albeit no doubt this doesn't make an implementation like this any less longer.
