There are two ways to understand this point:

Each player has a rating, it is tied to the character in the account, you can make a selection according to the stats of the characters I will explain:

a player with a rating of 100 or higher cannot run into a player with a rating of 200 or higher
a player with 200 and above can only run into a player with 200 to 255 rating
