After not playing the game for over ten years, for some reason I remembered it and opted to come back for the nostalgia. I decided that I really wanted to start over from scratch, grind or not, and so I went to create a new persona with my second empty slot. I've tried reinstalling the game, port forwarding on my router, and even lower the graphics all to no avail. I've sat for well over half an hour and it hasn't changed at all. I remember this happening once before to me way back in 2010 or so but I cannot for the life of me remember how I solved it. For what it's worth, my original character functions just fine! I just can't seem to create a new one. No matter what I try, the persona editor just looks like the picture below. I also know the game isn't hung / frozen. I can open the options menu just find and task manager indicates no issues either.
