    SOLVED. I changed both engine.ini in the engine folder and APBGame folders. Then I created a shortcut to the APB.exe to bypass the launcher from making changes.

    I followed the instructions to change MaxClientFramerate to 145 and saved changes, but when I launch the game it changes back to 128. What am I doing wrong?
