They'll just be non-tradable, or refundable for in-game cash, to avert the gambling bit. They will probably also just make it so that after X number of boxes, you're guaranteed to get the legendary. If you go peruse APB:Dbv2, you can already see there's additional entries for all the legendaries that show that's how they're going to handle it. MattScott also mentioned something along similar lines, but it wasn't a specific statement of intent (more just "we have plans, if it becomes necessary" kind of thing). Well they gonna do that with Battlefield V instead of everything being in lootboxes you can buy them in their 'Armas'.
