The Rapier performs nicely in my opinion. I've never had any trouble with the handling other than the occasional spin out because I'm so used to the Vegas 4x4 at this point. Could you please specify which Packer vehicle you're talking about? Packer is a manufacturer, not the name of a car. If you're talking about the Vaquero, it's meant to be small and agile, and if you're talking about the Ceresco, it's really slow so naturally it would be easy to drive. You'll only get outrun by a pickup if you're not very good at driving. It has a higher max speed than the Patriot T-25 and Dolton Montane, so it should beat both of them in the long run. APB is based on Risk/Reward so anything that is fast should be more difficult to drive than lower tier cars. Just look at the Vegas. It handles like a brick and it's steering is slow as hell, but it's still one of the best cars due to it's speed and health.
