Pro tip @Darkzero3802. When you buy the box you are accepting that you may get a weapon that you already own as a lease. There is no need to change the system. If they made it not give you a duplicate of a weapon you own; you could just farm legendaries by purchasing all the lease weapons

Or they could change it up so u get something of value when u dont get the drop, like idk JMB or another currency to put towards stuff like what Overwatch has.

But the whole point is to gamble. If there isn't a downside; what is there to lose?

Exactly and hence why the EU is moving foward with https://www.eurogamer.net/articles/2018-09-17-15-european-gambling-regulators-unite-to-tackle-loot-box-threat as well as Washington state.

Although no solid action has yet been taken, the international effort signals a major shift in the loot box regulation debate.

Did you read the article that you linked @Darkzero3802
There is no laws other than Belgium and it's debated on if it's mandatory. EA is REFUSING to back down to that law.

EA, however, says otherwise, stating in April that its games were "developed and implemented ethically and lawfully around the world" and that it did not agree that its games could "be considered as any form of gambling." This, said EA CEO Andrew Wilson in May, is because "players always receive a specified number of items in each pack" and because it doesn't "provide or authorise any way to cash out or sell items or virtual currency for real money".
