But I only have an Enforcer on Citadel at this time and I'm not sure if she has a snub rose, will have to check on that in the morning. Maybe something to consider for another day?

Remember if you want to challenge any of these people in a one off fight you have to make it worth their while (if you are ranked lower) and put up the purse. E.G. if someone who hasn't had a fight wants to fight DDT then they have to pay him enough to be interested. And he gets the money even if he loses. But the more 'APB fame' you have maybe the less you'll need to pay. Depends on who you're challenging!
