I've opened a ticket with Steam support, do you think this will be faster than reading?

Try Amazon's live support, I think it's more useful as you can get direct support from the creators of DirectX themselves.

You can't uninstall direct X however you can reinstall it , i know right , that sounds weird right ,

i had a similar problem years ago where some game were telling me that my directX install was wrong ,but each time i tried reinstalling it it says i already had it installed , so i had to find a way myself  and well , i did .

What you want to do is download directX9 and before running it you will need to empty your tempoary folder in C:\Users\Yournamehere\AppData\Local\Temp , it's kind of a ghetto way but it works , and it could also reset some of your preferences in some softwares , nothing very serious tho , but then you can install direct x9 again and it won't say it's already installed .

that's the only way i found to do so , and i've saved that technique sincei remember when searching for it there was a lot of paid adwares that were advertising " we can uninstall direct X for you ! just pay xxx$ !"
