Also APB should consider Adding their game to VAC BAN list
It goes across multiple games, and platforms,
helps keep track of cheaters, 
Their vac ban list would take care of many BAD HACKERS!

it means VALVE Anti-Cheat APB isnt from valve...

As stated above, VAC is Valve's anti-cheat. APB needs a client-side anti-cheat, yes, but VAC isn't one they can (or will) use, to my knowledge.

 

EDIT: FairFight also spans across multiple games, and might also be cross-platform, but I can't confirm the latter.

Plus, how vac bans, it affects only a certain range of games on that platform. Ex: getting banned in tf2 affects all source games on that level like cs source, dod, hl2, etc.
On the other hand, MW2 will just be MW2

Valve Anti-Cheat (VAC) only applies to steam users... however, how will this work on accounts made through the gamersfirst website?

 

(Fun fact: Most accounts have been made through gamer's first, not Steam) 

Then, if I can even remember from 4 years ago, I had to create an account with gamer's first, and link that to Steam, not the other way around.

 

So, TLDR; VAC bans won't work, or apply to a decent majority of the player base.

Besides VAC on steam there is also "game ban" which game owners can give to user. However it will still only affect users that play through steam to pile hours. They can still access the game but they lose the access via their precious steam accounts. I suppose it could be somewhat effective but only for very small amounts of cheaters.

If you are still reading forum posts it means you never actually left. There is still a little piece of nostalgia for this game in your heart that will hardly die. Sad thing is that this game probably wont get better, but we can hope. Either way, you are still here, you still care, and we need you.
