How that got on PS4 but APB can't is beyond me.
Number of reasons actually, APB probably doesn't use the same audio codecs the PS4 uses for its game, so that would need to be changed and considering there is a ridiculous amount of audio sources in this game, that might take some time. Also this game has achievements, so they might want trophies implemented for the game on their system, aswell as having a functional store, making use of the 6 point pressure pad on the PS4 controller for menu selections etc etc. Some of that stuff is easy to implement on a really garbage looking game like this, but it might be incredibly difficult to do the same for APB given how old it is, how dated some of its features are and general incompatibilities with many of its game functions.
XBOX APB passed Microsoft's cert probably because there was time frame and timed exclusive deal they had and considering how bad quality the version of the game is on their system, they probably didn't really care about how good it was as long as it worked and it was on their system. Hopefully this time they're spending on the PS4 version is worth it and the effort put into it relfects on what the engine upgrade should of been, not the terrible rushed xbox version had.
