APB playerbase is extremely immature, only an extremely small amount are capable of proper control.
Giving players power over others without insanely large amounts of time in any current program and failing to gather a knowledge of that player's stability is a bad idea.
In time this would work, maybe, but I think having power should be kept from the SPCA/I/T team for a bit longer.

Game is out of control. Griefers, harassers, frequent ghosters/cheaters drive the weaker players out of the game causing a steady decline and attrition of the population. Game would be improved a hundred-fold and attract and retain newer players a hundred-fold if it simply had a little bit of MODERATION.

Your points noted. I do believe that is true, but I also have seen a few good moves towards your idea with this most recent expansion. HOWEVAH, it's not time to give them power to distribute punishment, imo. Feel free to pm me if you wish to continue

I'm not debating. I agreeing. I concede that players moderating players would be a biased trip to hell. I'm adding that company MODERATION (not player volunteers but a few paid slots) should be the first and primary focus of the devs for the salvation of this game and playerbase... if they really want to attract and keep paying subs and such.
I already said, whispering them should be disabled, so they don't get bugged to death. Dealing with hackers should be a secondary thing if they themselves happen to witness suspicious activity... but we need to have at least 1 active impartial mod (non-volunteer) per server to float around different districts and troubleshoot when things are really going sour, just by listening to the chat.
You can hear straight up when several people are crying about a griefer or TKer. Investigating problems and keeping the game going smoothly by giving warnings, time outs (short-term kicks for 15-30 mins) or even temp bans would go such a LONG WAY to making this game actually be fun.

The 3 top people in SPCI/SPCA are allowed to give Warnings, but proof must always be recorded and sent in to the GM team with these warnings details. This is always done and we have clear guidelines on what the warnings are to be given for.
It is not our intent to give any GM powers to the SPCA team.
I want to make that clear now.
